How can I teach my 17 yr old kid about commitment? That you can not drop out from things you committed to, just because someone comes up with a fun to do plan?

My 9 year old daughter's 9 year old friend has recently started to tease and bully her. They have been friends for 4 years, we are neighbors and consider our families to be friends. We even babysit for each other. I plan on talking with the mother soon, but would love advice on how to approach her with this situation that I just became aware of last night.
