Yes, they absolutely can! Small children thrive on consistency and regularity in their day-to-day lives. If your son is working within one household and rules and schedules one week, and another household and rules and schedules the next, it's pretty natural for him to take some time to adjust back and forth.
It would be best for your son if you and his father work closely together to make sure that your son's routines, rules, and schedules are as identical as possible in both households.
You might also take some time when your son returns home to remind him of mommy's rules and schedules, and give him gentle reminders when necessary. He's only 4, and I suspect that things are a bit confusing for him right now, so be patient!
