My personal opinion is that whenever a group of people are together, like in a public school, rules are necessary so that the environment is positive and beneficial to all who are a part of the group. Consequences are a natural result of the personal decisions we make everyday. I think as parents we always have tried to show our kids that their actions are resulting in consequences whether they can see that or not. We try to get our kids to think about what they want to see as result of their efforts and actions. Sometimes, we can impose consequences on them to help them make better choices. I think that is the goal of good discipline. It helps a person to think before acting and to self modify their own behavior. We also have a zero tolerance policy to actions that our children take that are obviously harmful to another individual.
When schools fail to offer appropriate consequences for behavior that is harmful to the learning environment everyone suffers and learning is diminished. When consequences are not handed out fairly and with appropriateness to the offense students lose the opportunity to learn from their mistakes and perhaps make different choices the next time.
