is it up to the parents to hold a child back in the same grade

I think the school would have requirements, grade objectives that would indicate whether or not a child can be advanced. However, I think that in a case where the school has not indicated that a child should remain in a grade, then the parent could request that to the school.

I have had to deal with this. I have a child that is very bright, but has some issues in control. He was told he was being held back earlier in the year. He quit trying, then we had a meeting, he started to pull his percentage up. The princepal and others involved decided it would be worse to hold him back, then to let him continue with the peers he had adjusted with. The decision was ultimately mine to make, he had 5 E's. But in each class had shown inprovement from as low as 11% up to 55% which showed he was making improvement. The princepal said you have to get the behaviors under control before you can work on the academics.
