Actually, I'm not sure this is such a great craft for preschoolers. Most soaps (like Ivory) are really hard and the potential for someone getting jabbed pretty high (not to mention frustrated. Have you ever tried to carve soap? It's not easy).
Here's a craft my daughter enjoyed at that age: we took a bunch of her old, broken crayons (the ones she didn't want to use anymore) and sharpened them in a pencil sharpener (a crayon sharpener works best). Take the different colored shavings and mix them up on a piece of wax paper. Put another piece over the top and using a warm iron (with adult help, of course) fuse the two pieces together. Use invisible tape around the edges, hang the picture in a bright window, and you have a cool stained glass effect. Benefits of this craft: little hands can do it, it takes up time, uses up old crayons, and the result is pretty.

Loves crafting with my (now) six year old; grateful that she's no longer a preschooler (crafting is much more fun now!)

A somewhat "safe" tool might be a plastic orange peeler, sold at a local grocery store or Target store. Good luck!
