What is Kindergarten. What federal or state (Michigan) requirements must be fullfilled

We have enrolled our daughter at a school in a program they call "Kindergarten". This way the school thinks it can get around the requirement of being licensed by the DHS. It is definitely not intended that my daughter or the majority of her classmates will go to 1st grade next year. Is there any definition by law, federal or state (Michigan), what Kindergarten is?

Your daughter will not be expected to begin 1st grade next year. Since a child must be at least five years of age BEFORE Dec. 1st of the school year in which they are enrolled for kindergarten, I'm certain your daughter doesn't fall into this category. Whatever her "daycare" program calls itself, it's still a daycare program. Please visit the Michigan Department of Education's website to review their policies. Click on this link, www.michigan.gov/mde then click on "Parents and family" in the left-hand column. Then down in the center, under where it says "birth to age five," click on "Kindergarten Enrollment." Hopefully that document will answer all your questions. Please let me know if it does not.

As for a "school" program that isn't licensed, I would definitely look into why it is that they are so concerned with getting around licensing. I would think that would be something that they'd want to work toward, not shy away from.
