My soon to be one year old is biting

He is starting to bite me on my shoulder when I pick him up and usually stops if I tell him no biting. But sometimes that doesn't work. What do I do to discourage him from biting at a young age?

He may be teething, and just needs something to chew on. I'm not a fan of pacifiers myself, but that may help by giving him something to gnaw on.
