can a teacher lower a grade for a parent owing money

My kids don't go to schools where we pay tuition, so I cannot speak from personal experience, but my inclination is that grades and money should be two separate issues and that what your status is with the business office should have no bearing on your child's grades. After all, it's not his/her fault if the parent owes money. He or she should receive the grade deserved for the work done.

What I have heard of is schools holding on to final grades until payments are up to date. It's common in our school to send home a note near the end of the school year that your child won't get his/her report card until all materials are turned in and all fines paid. But that's not the same thing as lowering a grade.

If this were me, I'd dispute the situation with the school's administrators. The teacher should not even know your family's financial status with the school. Her business is teaching, not monitoring the money situation.
