I went to the web site of the College Board, which oversees the SAT and the PSAT, and it seems to indicate that a 13 year old could take the SAT, but it won't "count." Some states/regions have a Talent Search for 7th/8th graders that identifies academically talented youth through a process that includes taking the SAT.

You might want to talk to a guidance counselor at your middle or high school to find out how to go about registering your daughter for the test.
